Helper template for generating HTML "accordions"

Arguments:

  1. Accordion heading text - the name of the section
  2. Content. This can generally be any wikitext.
  3. Pre-open the accordion tab (optional). Can be any string. If set, this tab will start as opened (usually for the first tab in an accordion)
